12.
(b) If we had 2 effective Crown Counsel and 2 "young
men" assistants, then
-
(i) 1 Crown Counsel with 2 Assistants could run all
Court work and advise the Police on investigations.
Crown Counsel could organise this work economically
by using the Assistants to do undefended cases and
some cases with legal points in police courts, which
.ought NOT to be handled by policemen. (e.g. recent
P.W.D. case in Magistrates Court, Kowloon, Both
Crown Counsel engaged at Sessions in cases undefended
by Counsel);
(ii)1 Crown Counsel to help out A.G. and S.G.
Thus I think with actually 2 effective Crown Counsel
and 2 "young men" we should be as better off as than
we are with a paper strength of 4 substantive Crown
Counsel. I haven't worked out any figures, but I
imagine there might be considerable saving in
exchange for more efficiency and more general
vitality in the service.
